Petition to Reapply for Admission After Deferral or Failure (Article II, Rules 1 and 2(a) only)

​Article II, Rule 1 and 2(a) of the Supreme Court Rules for Admission of Attorneys and Others to Practice Law applicants who deferred or failed a bar examination, must submit a Petition to Reapply for Admission (Petition to Reapply). Please refer to  the Supreme Court Rules and the Board of Bar Examiners Rules of Practice Governing Admission on Examination and by Transferred Uniform Bar Examination Score to determine whether you are eligible to submit a Petition to Reapply.

General Information

​Petitions to Reapply must be submitted electronically using the Rhode Island Supreme Court Attorney Portal (RISCAP).  

If an applicant deferred from the previous bar examination, the Petition to Reapply must be filed by the applicable application filing deadline. If an applicant failed the bar examination and wants to take the next bar examination, the Petition to Reapply must be filed by the deadline set by the Board of Bar Examiners included in the results letter. 

Rule 1 applicants should refer to Rule 2(b)(i)(4) regarding submittal of qualifying Multistate Professional Responsibility Examination (MPRE)  scores.

Please note that applicants who want to apply for admission after having withdrawn a previous bar application, or after the bar application file has been closed, must submit a Renewed Petition for Admission and not a Petition to Reapply.​

​Submit a Petition to Reapply on RISCAP

  • Log in to your existing RISCAP account. 

  • Complete the Petition to Reapply.

  • Please see the charts below for the items that need to be submitted with your Petition in PDF form. In addition to reviewing the documents that all applicants must file, please take note of the specific documents required under Rules 1 and 2(a) applicable to your Petition to Reapply.​

  • Any and all text on the PDF forms submitted must not be able to be live. To lock the text on PDF forms, you must print the PDF form as a PDF and save the PDF to your computer system. The printed PDF form will have all text locked so that the document is no longer editable.  

All Applicants

  • ​Photograph Identification (Color copy of current driver’s license or other valid photo identification)

  • Credit Report (Full credit report not older than thirty (30) days from Experian, TransUnion, or Equifax. Submission of credit summaries and/or credit scores alone is not sufficient.)

  • If applicable, Certificate(s) of Good Standing - State and Federal (Multiple Certificates of Good Standing should be uploaded as a single document.)

  • If applicable, submit a Request for Administrative Nonstandard Testing Accommodations form.

  • If applicable, submit an Applicant Request for Test Accommodations form. The process for requesting accommodations as part of a Petition to Reapply varies. Please refer to the instructions or contact the Bar Administrator.

  • Fully Executed Acknowledgment – Oath form (Please note that this is different than the National Conference of Bar Examiners’  (NCBE) Acknowledgment of Complete Application.)​

Rule 1 Applicant Only

​New Criminal Background Check from the jurisdiction where you have lived during the past six (6) months (See Criminal Background Report Instructions .)​

Rule 2(a) Applicant Only

​Updated NCBE Application, with supplements if applicable. (See Rhode Island Specific Instructions for National Conference of Bar Examiners Character Report Application.  Please note that Rule 2(a) applicants must request a Supplemental NCBE Request for Preparation of Character Report.
